Each column is a position in the visit, not a particular page: Page 1 is wherever people landed, Page 2 is wherever they went next, and so on. The number beside a column heading is how many visits got that far. The bars below it are only the most common pages at that position, so they will not add up to it — a long tail of one-off pages is left out on purpose. Left after this is measured against the next column, not against the bars: it is the visits that ended here, whichever page they were on.
To ask where people go from one particular page, narrow to it first: on the dashboard, click that page in the Entry pages list and come back here — the filter travels with you, and the chips above show it. Page 1 then becomes that page alone and Page 2 is where those visitors actually went next. Filtering by Top pages instead keeps every visit that touched the page anywhere, which is a different and usually less useful question — the columns stay mixed, because a visit that reached it fourth still contributes its own first three pages.
